Brezhnev (...) had 2 orders of October revolution, S/N 58256 and 87064. (Kutsenko's book).

Is this statute dated? Statutes have been known to change over time, and during glasnost the Presidium decided to abolish a lot of the multiple-awards practices that exploded during the Brezhnev period. Maybe the quoted statute was published after that happened ... ?

And Soviet regulations have been bent for very senior VIP's -- e.g. Order of Victory to Brezhnev

For what it's worth...

When I was in Tbilisi, Georgia attending the Revolution Day parade back in 2005, there were a number of veterans present who were all wearing their medals - both Soviet and Georgian. One veteran in particular I noticed was wearing an Order of Lenin as well as two Orders of the October Revolution. As I recall, his rank was that of Colonel, although I can't remember what branch. I'll post any pictures I can find.

In 1974, the Order of the October Revolution got a 5th rivet.
