Apparently the same person had Red Banner #163 and he was in the NKVD. That what you would get in those days working for CheKA - Labour Red Banners.

Uzbek NKVD member wearing his awards.

Interesting enough, this group is for sale with docs and awards.

However, the same RBL with SN 301 from this group is listed for sale at a major dealer from NJ...

Folks,

the dirt is about to start flying... The realization that there are TWO "identical" pieces for sale is setting in across the collecting community. Let's see how it turns out...

Meanwhile, check out these nice scans.

"Identical" piece from the US dealer

Note the differences between both 301s, and the similarities in screwpost position between the dealer's #301 and the awardee's #162 piece.

Here's another RBL Uzbek - for sale by different NYC dealer.

SN #272.

Note that RBL #301 from NJ dealer has SN engraved TWICE, while all other specimens have only one place with SN...

Folks,

The dirt will not hit the fan at all.

These two RBL are perfectly legitimate. This case is described in Kutsenko's book. As he states - orders with SNs in 300-350 range often were awarded with the SAME SN due to the errors of engravers.

There are about 50 pairs of RBL with IDENTICAL SNs.

According to Kutsenko - SN 301 was given to I.H. Altinbayev in Nov 1931 (the person we have the docs for) and to G.I. Petrik on Apr 27, 1932 (pages 284 and 294).

Altinbayev is one of only two recipients who were awarded with Uzbek RBL twice.

His first award was of Type 1 (SN 139, Oct 1929) and was later exchanged for Type 2 with Sn #162.

I.H. Altinbayev was the Head of Criminal Investigations Department in Uzbekistan, which explains his NKVD link.

Very interesting... However, BOTH sellers state that their Order belonged to Altynbaev... I guess the US dealer's belongs to the "other" guy, huh?
