Badge "25 Years Of The 4th Guards Tank Army"

Hello all - This badge from the 4th tank army was presented to a MfS officer in East Germany on the 25th anniversary in 1968.

Makes you wonder if this is an example of a German Communist who left Germany in '33 and returned with the Soviets in '45 and, in this case, as a member of the 4th Guards Tank Army- hence the veteran's badge.
