This badge looks like a toy, being so small and lightweight. I look forward to receive your opinions on its genuinity.

I've got a few of these and one of these documents as well. Until only about a year ago, I only knew there was one "class." The 1st class is gold in color and I had one for a while before I knew there was a difference because of the color.

The MVD had a couple of light, aluminum badges that were awarded frequently in the 1970s-80s. There is a similar one for the regular (non-internal army) MVD officers simply in the shape of a star and also in both silver and gold colored aluminum. With these, I am not aware of a difference in class, just that the gold one was the one issued in the 1980s.

Because the MVD encompassed (and still does) such a wide variety of departments from fire to OMAN (similar to a national SWAT team) to the "internal army" there are an incredible number and variety of badges and other awards. It really can be overwhelming.

Back to the point - the award document you have is far more scarce than the badge itself, though I have yet to see one for the "Stepan I."

I'm tinkering around on a new computer so I took a couple of photos for you. The first two are of the 1st class VV MVD badge I mentioned above and the second is of a very similar Bulgarian counterpart badge.

Thanks for your comments. It is good to have confirmation that such tinnies are real awards and not just souvenirs.
I have to confess that the document and the badge did not come together, but I had the document in a group of 7 medals+awards to the same person, then I decided to purchase the badge separately for sake of completion.
I will look for the 1st class badge (not seen often around, BTW) but I strongly prefer to have medals+document pairs in my collection... this means that I have to look around much longer!
