I've seen a lot of fake "aged" documents showing up lately. Based on your scan there is no way to tell if this is period or a modern reprint that has been aged.

Theses fakes have been in circulation for at least 5-7 years. When I have just started one of my suppliers used to send me those by the box, insisting that they were genuine, and came from KGB archives.

I completely agree with Desantnik, but based on the condition of this one I would say that it is at least suspicious. Of course I am guessing here.
