Badge "Excellent Soviet Trade".

I can't tell enough from the photos and what little Russian is visible, but this is a fantastic looking badge (though outside of my collecting realm) and ID for someone receiving the "Excellence" of some sort of commercial trade in Georgia. Though the condition of both are superb, I have no idea of what it is really all about, so help would be strongly encouraged.;)
