Re: Help wanted: Trying to match a cap with a tunic
RF lt.-gen. of air force service uniform, Putin's Era (eagle and cap band style). Looks good, can't say anything about the ribbons as I am rather unfamiliar with their awards.

Re: Lt.-Gen. Air Force Service Uniform.
We have (amongst others)
Order Courage Jubilee Medal "300 Years Of The Russian Navy" Jubilee Medals "60/70 Years Of The Soviet Armed Forces" Russian Federation MOD Medal "For Impeccable Service" 1st Class Soviet Union MOD Medals "For Impeccable Service" 2nd and 3rd (meaning he served in the Soviet Armed Forces for at least 15 years before 1991) Russian Federation MOD Medal "For Service In The Air Force" (indicating service after 2004). I believe the top decoration is Order "Saint George" 4th Class not the George Cross, anything Soviet or the "For Impeccable Service" decoration. Looks pretty authentic and "average" for a long serving 2 star. Certainly nothing unusual.

Re: Lt.-Gen. Air Force Service Uniform.
If the General is still alive no doubt he will need the awards if not this service tunic.
The bar is a great example of a late Soviet officer continuing serving well into the Russian Federation. I wouldn't be surprised if all of his awards were for diligence rather than individual acts.
