To cheap to be general (about 2 euro for pair), but looks interesting.

The 1 April 1960 US Army publication I have indicates that these are Colonel shoulderoards.

The Hungarian section in that US DOD publication is only 3 pages long. But I'll email scans of them to you--pm your email address.
