Phil, it is MVD. The word "militsia" shows up both on the cover and on the inside page right side. The inside page left side has quotes from Lenin and Stalin.

Thanks for the insight and verification. I don't know why there are several pages like the one on the right in the third picture and then a few pages that have blank lines that look like if you held the ID like a police officer's ticket book, you could take notes. It's an odd piece, or unusual and definitely the oldest confirmed/authentic law enforcement document I have.:D Doug, not only was/is it a great set, it was as near mint as paper allows. I saw a set (possibly the same one) that was on the auction block with a reserve around $700 if I remember correctly about two months ago. Thanks for sharing; as you can see, it opened the door for me to remember a Georgian document I had.;) Phillip

The page with the table has the names of the months running down the side. I'm guessing this was dues for an association of some sort.

decided to get one as new year present for myself, wanted only one, got an offer hard to resist. Could somebody explain me why this lovely lady had 2 badges? :confused: was she re-elected or something? I've no glue about Soviet Supreme regulations, pardon my ignorance.

These badges are deputative. This photo is very bad and not clear, but, I think that the 1st badge it's - Deputy of the Supreme Council of USSR, and the 2nd - Deputy of the Supreme Council of Georgia SSR.
