Is it an Border Guards 25 years badge?
Is it a fake?
How much costs?

This badge is not Soviet.

It's most likely Bulgarian. I'm not sure what it's or since the obverse picture is flipped and not sharp enough to read what it says.

This badge was issued in 1969 in honor of the 25th anniversary of the Bulgarian Border Guards, which played an important role in the Peoples Republic since Bulgaria was an outpost of the Warsaw Pact Countries with NATO countries Greece and Turkey as neighbors.

This badge was issued in 2 classes indicated by the color of the number field. The screw plate is marked with the Cyrillic letters BMD = Bulgarian Monetny Dvor = Bulgarian Mint.

I estimate that the badge can be purchased for about $15.
