Outstanding cotton growers?:D Really, I can't make out the words on the banner at the bottom to tell you anything more about it. Could you take a close up picture of just the banner that comes out large enough to read? I've never seen one like this before, so I would just be guessing.

Actually, Phillip is correct. It is an award for cotton growing. If you can zoom the inscription we can translate it.

Now, I'm mystified. The badge is definitely for cotton production, but the inscription is not written in Russian since it's written with the Latin script, not Cyrillic.
Cotton production was usually associated with Central Asia. The only thing I can think is the inscription (which I still can't make out) is written in a Central Asian language like Uzbek with the latin script. A better picture of the entire legend would help. I can really only make out "Stalin" in the upper left hand corner. |

Actually, I didn't trust my eyes at first when I thought I saw an "S" or two in the first picture.
Larry: perhaps try just typing the words exactly as they appear on the banner. If there are letters that aren't on a regular Latin keyboard - like say some of the Latvian ones, just put an * after the word and explain what is different from the standard Latin alphabet in a footnote - like say: "The first 'A' has a straight line above it." I think that would be easier than trying to take a picture at different angles and depths.

Due to the latin script it could be a Baltic language or Central Asian. I did a little studying of Uzbek, but don't recognize anything. The Baltic countries aren't known for their cotton production, so I'd have to guess Turkmen or Uzbek with decreasing probability of Tadjik or Kazakh.
