what I wouldn't give....

I'm guessing the "CT-28" is a museum reference number?

Those early documents are as nice or nicer than the early awards.
There was a lot of thought and effort put into the creation of the award document.

Why would they include a fascio into the doc picture?

Not at all.
  1. It identifies it as part of the museum's inventory, for asset tracking and possible reporting (InterPol?),
  2. As a museum piece, it will never enter the market. If it does, refer to point #1, and
  3. The original serial number remains, so the historical provenance remains.

Well, since it´s the first time I see a commonly associated to fascism symbol in a communist government doc, I found it very strange.
BTW, when did this design changed to a less-strange one?

Esteban,

For centuries, the fasces were a symbol of the republican system. They were misused in the 20th century by the various fascist governments, so that today, they are almost always associated with fascism, totally disregarding 2 millennia of history.

Red Banner

Hypothetical:

1- Recipient awarded the RSFSR Red Banner.

2- Recipient then awarded the USSR Red Banner.

Question: Would (should, could) the second Red Banner have been a "2"?
