Here is the current Belarusian Naval Academy Graduation Badge.

Someone's got their prints all over this.

Maybe river patrol? Belarus doesn't have any shoreline...

They have at least 4 river patrol vessels and judging by the condition of them will need an expert team to keep them mobile.
