Here is the Medal "105 Years Of Saint Petersburg University GPS MChS Russia" (Медаль «105 Лет Санкт-Петербургскому Университету ГПС МЧС России») dating from 2011. Unfortunately the ministerial decree has not yet been found. The 105th celebrations seem to have been in an even grander scale than the 100th.

Even though this is "only" 3 years old, the recipient has polished it and it won't be the same again.

Pardon me ignorance, but what is the actual connection between the university and the MchS? Do they have a faculty training MChS personnelm there?

It seems to be a specific University for the Emergency Services. Possibly a precursor to graduating and joining the MChS perhaps?

I don't know if it's only me but when I look for a rescuer from an emergency situation a university diploma is not the first thing that comes to mind.

Knowing what local services are like, hopefully many of the courses are in geography.

If I understand correctly, this is more of an "officer academy" for the future higher personnel of the MChS's firefighters. The name "university" seems to be a bit confusing here.
