The Badge Of Honour to someone with the XV Badge. It would be interesting to find out just why it was awarded. Possibly a long service award?

No, I don't think that the Badge of Honour is a long service award. For long service it could be Combat merits medal, Red Star, Red Banner or Lenin, - not the Badge of Honour.
And the badge is not XV. It is just "Honoured NKVD officer" or something like that. There were many variations of this badge.
I think, the Badge of Honour was given to him because of his duty position.

It is a bit of a mystery but isn't it possible it could be a long service award with the reshuffling of the NKVD into MGB and MVD and so on that what may have started as an "armed" or "military" position in 1945 may well have been a "civil service" position post 1946? I know "secret police" types were awarded what is commonly seen as "labour" awards post 1946.

I've never looked at a Badge Of Honour and thought of NKVD before.

I think, we can only suppose here. He is wearing the uniform on the photo, so it is not a secret that he is not a civilian. Once I saw the Red Banner, given to NKVD officer for 20-year service.
However, my stepfather, an MVD major, was awarded the civil "Veteran of Labour" medal in 1980-s.
