It's in Belorussian and Russian and generally it goes like this:
"This diplome is issued toLobkiy (I think, not sore if the nominative form would look like that) Uadzimir (Vladimir - same name, uadzimir is just bel. equivalent) Viktarovich
because he in 1956 joined the Minsk Construction "Technikum" (a mid-grade specialized engineering school) of the Ministery of Construction of the Belorussian SSR and in the year 1959 he graduated from that "Technikum" with the speciality Industrial and Civilian Construction.
By the decision of the Qualification Comission of 18 July 1959 he has received the title of Constructor-Technician.
