I believe it is without accident or repair (that the operator couldn't handle). 100,000km is the minimum award (c60,000 miles).
With this being a Kommuna made item it is 1950's. It will have a relating document somewhere. The roads of Bulgaria were considerably more modern than the average road in the Soviet Union at the time (or even now).
