I think that's "ПУ" or Политическое управление / Political Department.

Here is Б№072142 awarded by Tbilisi City Military Commissariat on 22nd February 1947 to Senior Sergeant Petr Timofeevich Gusarov.

Gusarov was a "Chemical Scout" in the 375th Separate Company Of Chemical Defence and was awarded a Red Star for actions at Königsberg, his unit "Chemically Defended" over 300 Germans on 8th-9th April.
