Three Great Naval Uniforms- Same Source

I just received these three Naval uniforms from a fellow Coast Guard member who just retired. He said that I would get more enjoyment from them than he, so the items just arrived in the mail. I am still in shock.

He traded these items when he was on a joint operation with the Soviet Navy in 1987.

The first item is a Soviet Naval Officer jacket. The hat did not come with it and is for a senior officer. There are two holes punched in the jacket. I believe that they are both for academy badges, although I did not think that they went to more than one. Strange. The badge on there was added by me to fill one of the holes.

The second uniform is a blue NCO's jumper. The hat came with it. As you can see, it is dembelized. What I do not understand is the glow in the dark badge on the sleeve.

Does anyone have any clues about the insignia on the sleeve of the blue jumper? I know that it is a homemade item for the Dembeled uniform, but what does it represent?

#2 and #3 were worn while in the Pacific fleet. I have no idea on the dembel insignia - maybe a homemade version of a local, naval base-specific device?
