The MVD was a renamed NVKD. They covered all internal affairs such as Police, Fire Fighters and also had an Armed force. At the time not responsible for state security (NKGB and MGB were).

About the Red Doc Legend has it, that this special document was assigned
to all the soldiers who took part in the Military Parade of Victory, which took place June 24, 1945 in Moscow.

Here is a 29th July 1946 awarded example to Lieutenant Georgij Mihajlovich Tikanadze by Maharadze Regional Military Commissariat GSSR.

A little research shows that he was a Commander in the 889th Rifle Regiment, 197th Rifle Division and was wounded to "Invalid 2nd Class" on 4th November 1944 by Sandomierz in Poland. A wound for which he received a Red Star in 1947 from the Stalin RMC of Tbilisi.
