Here is the Medal "Lieutenant-General Of The Internal Service B. I. Krasnopevtsev" (Медаль «Генерал-Лейтенант Внутренней Службы Б. И. Краснопевцев»). Created by Order #130 on 16th April 2010.

Awarded for 10+ years good service as well as other merits to the State Courier Service.

I can't helpbut to notice that the Amazons' Shield under the eagle in their logo makes it very similar to the eagles worn by the Polish Army.
Not a device I would associate with any Russian service
