Shoulderboards - help!

I have recently aquired this pair thinking that they are some sort of navy boards (seemed to be black with pale-blue or pale green piping). Instead, they turned out to be something different, as they are dark green with pale blue piping (for sure the colour has faded), and are definately not military ones. So I believe that the buttons are not original to them.
What can they be?
The colour scheme seems to fit forestry, railway or financial-related services, but I didn't come across any picture of sholderboards like these ones.
Can anyone help identyfying them?
