Here is the Badge "90 years Of The Border Guard Service Of The FSB RF". Dating from 2008 but it is not yet clear if this is a national or regionally approved award.

IMHO, a typical veterans association badge.

National or Regional Association, Committee, Fund or even Department of a Ministry/Agency may have issued it. Blank documents don't really guide us in the correct direction. Many of these Badges have multiple reverses to serve different purposes. They made be produced and then purchased by whoever wants to issue or award them or they made be made to a specific order.

Some Badges/Medals in some parts of the Federation are issued by regional funds or "clubs" after receiving funds (subscription or one off payment) but in other parts are awarded by departments of the federal ministries for merit/service.

It can get very confusing but the more information presented and available the greater understand can be had of the "awards" of the Russian Federation.
