Paul, I stand corrected. As usual you are correct. I missed the subtle difference in who awards the various orders/medals. I thought that the Republics made awards on behalf of the Supreme Soviet across the board. I hadn't noticed that it was for some awards but not others.

Furthering my education in this subject, and continuing with Marc's suggestion that I look to the Mondvor site for information, I submit the following for your consideration:

(I realize that this is a very common document, but I'm finding the study pretty interesting.)

"Udostoverenie k Medali" (Permit for Medals), Type 1, serial number 444,156 (about 35,000 over the range given in the Mondvor site for this type), printed Moscow, Gorznak, 1945.

For the award of the Medal for Combat Service, #2,555,368. "Ukaz" date 1946, issue date 1946.

I don't know if the serial number deviation from the number range listed on the site is of significance and should be concerning. In all other aspects, the booklet conforms exactly as those illustrated and described on the web site.

Hope I not boring anyone to death with my new found fascination. If so, I apologize.

Finally, could someone please translate the recipient's name for me?

Any thoughts on the serial number diviation for this booklet from the range given on the Mondvor site for this Type?

I would assume that the booklet serial number range on the site is based on observations of existing Permits for Medals and that the difference between my example and the site should not be of concern.

I'm late to the game on this one, but here's my input.

First, it's a woman. Second, she's definitely Central Asian, possibly Tadjik, but probably Uzbek.

Contrary to the usual Russian women's names, it's very common for Uzbek women to have names that end in the hard consonent in the case of "XOH" specifically instead of the usual "A". Her name is "Masturakhon Kamalova", and people around her would have called her "Mastura". Thus, you are reading this in the nominative case as a woman's name, not in a different grammatical case as a man's name. I always caveat that my Russian is bad and that I'll likely miss the real meaning of something, but (for once) I can guarantee this is a woman of Central Asian ethnicity. :thumbsup
