Forester - rank?

Can anyone possibly tell me what rank (function) it is?
I have found an information that similar insignia indicate a forester or a huntsman in modern Russian forestry service. Was it the same in Soviet Union?

I had a set of high ranking (i think) Forestry Rank inisgnia years back ( i'll look around, might still have them). I was never able to find a proper rank chart for Soviet Forestry service.
