This are probably small shoulderboards (pogonchiki) for sailor's white blouse.
I once had a blue sailor's blouse with similarshopulderboards, though they were darkblue and with "tekhflot" (whatever it is) on them.
I don't have it anymore, but should still have a photo somewhere. Will try to post it today.
