The Medals "For Distinction In Military Service" (Медали «За Отличие В Военной Службе») were founded on 27th March 1995 by ministerial decree #123.
Here is the 1st Class Type 1. As with all Ministerial and some Federal awards of the Russian Federation the Medals are made by different mints under different contracts and this is represented by a great deal of variation in mint marks and quality.
