I picked up this set yesterday and are wondering about it. As I can´t read any russian it would be helpful if someone could translate some of the documents or give me any thoughts about the orders etcetera.

Yes it is a uniform. I can post pictures of it tomorrow. Tried to get higher resolution images but the file size was limited to 100 kb and the external image server i tried to use instead was blocked.

One of the badges is to a Baltic Fleet veteran. Pretty sure it doesn't belong, as the recipient was in the Army, mortar detachment commander.

Here are the broad strokes about your guy:

His name: Petr Vasilyevich Ponomarev, and he was a Russian living in Tallinn.
Looks like a career army man, he entered the Blagoveshensk infantry school 1942 and Officer school in 1948. From 1942-1943 he was a commander of a mortar platoon and mortar company in 1943-1947, 2nd Baltic Front. He finished the war a Captain and was ultimately promoted to Lietenant Colonel in 1957. He stayed in the military until 1959, I think the military record says he taught military courses for a bit in the 1950s. Let go in 1959 due to consolidation in the army.
The GPW-2 and the 1.4M Red Star are battle awards, the other two awards are for long service.
