I think they were issued by the Soviet Institute of certification (Gosstandard) I have seen new badges with VNIIS, for the Russian Institute of Certification.
The old badges appear to be in two variants, a 60s one in brass and a later version in aluminium

I think the large "C" on the Gostandart badges is supposed to represent a outside caliper measuring device - a good symbol for a standards organization.

One of the nicer University graduation badges, 3 piece construction, mintmark luf, for the 50th anniversary of the military school named after Frunze

Very neat.

For the Frunze Naval School. I think the 1701 is the origina date of the first naval school from which this one is descended.

Here are a couple of Academy Graduation badges. Can anybody identify them for me please.
The left one looks like a Physical Culture Badge and the other a Marine/Navy example of some sort.

Hi All,
Like allways I put aviation badges.
This is Ministry of Aviation Industries Some Sort of Courses Badge.
On obvers there are years: 1984-1986.
