Submachinegunner, Motorised Battalion Of Submachinegunners, Red Army Soldier Kovalenko, Viktor Prohorovich for that, he participated in the defeat of German invaders contributing to their defeat and expulsion from our lands.

1917 born, servant, Russian, Non-Partisan, Awards not had, Wounded lightly 30th November 1941, Called by Petrov Regional Military Commissariat, Kiev.

This seems to be the most vague description of merits I have ever seen as a justification for awarding a military award!

I think it is a wound award where someone doesn't want the award to look like a wound one. The entire prikaz has similar citations but changing a few words like "lands" for "territory" etc. Each recipient was wounded at some point during the war. I'm sure the Regional Military Commissariat would have had a citation stating something like "For being wounded on x and being loyal to the party etc" but this is a unit award.
