I have here a really weird ORS research. What blows my mind is that he was awarded the Victory Over Germany Medal, despite spending all of his time on the "Japanese" front. It is most likely he hadn't been awarded his VOJ by the time that card was filled out in 1946. I've found most VOJs to be awarded in 48-9 or even later on in the mid 1960's.

Everyone in uniform at the time was authorized the VoG medal. Even policemen, NKVD, and some labor front folks who never got close to the front received the VoG. Japan awarding was more select - only actual participants were authorized.
Whether they all physically received the VoG medal or whether it was recorded on an award card was a different story. |

With information available any answer would only be speculative.
As I have said most of the VOJs were awarded after his record card was filled in.
