Medal "Participant In Emergency Humanitarian Operations".
The Medal "Participant In Emergency Humanitarian Operations" (Медаль
«Участнику Чрезвычайных Гуманитарных Операций») was instituted 27th December 1995 by ministerial decree #885. As this award is intended for world citizens for aiding in humanitarian operations either within or outside Russia both a Russian language and English language version exists. Here is the Russian language version.

As this Medal can also be awarded to nationals of countries that allow (or insist) on miniatures this unusual official Russian miniature exists.
