More Documents – Early CEK documents mention that the Committee was the Council of Workers, Peasants, and Red Army Deputies. (It previously included Cossacks but they largely sided with the Whites and were eliminated.) The following documents will track the career of a Red Army Deputy, Nikolai Ogarkov, later Marshal of the Soviet Union. We will be including 6th, 7th, 8th and candidate document for 11th Convocation.

The standard practice was that the Deputy Commander of a Military district would be elected/selected to be a member of the Supreme Soviet of the Republic. The Military District Commander would represent the Republic in the USSR Supreme Soviet. That is the case here as Ogarkov was promoted to Deputy Commander Belarussian Military District in 1963.

The first pair of pictures is of a document and badge for Belarus 6th Convocation. Note: Soviet (SAVET) spelled with an “A” under changes implemented by Khrushchev. Note also, Ogarkov wears a single star. He was promoted to Lieutenant General during the year. Note also in Belarussian, Nikolai is spelled with an “M.”

M has only one document for USSR Supreme Soviet, from an early convocation. But there are two houses/Councils to the USSR Supreme Soviet, the Soviet of the Union and the Soviet of Nationalities. Some think of the Soviet of the Union as a higher Soviet but they were intended to be equal. The Chairmen of the two councils alternated leading joint sessions, each council had the same number of chairmen; laws were required to be passed by both houses, etc.

The documents differed between the two, however. The Soviet of the Union had a red/maroon book and Nationalities had a blue book.

For the 7th Convocation, Ogarkov had been promoted to Military District Commander of the Pri-Volskoi Military District, and also promoted in rank.

For the 7th Convocation we have Ogarkov representing a district in the Kuibshev Region to the Soviet of the Union for the USSR. Note added star on his shoulder.

Soviet of Nationalities - 8th Convocation.

By 1970 Ogarkov had become first deputy chief of staff and been promoted to Colonel General (Oct 1967) (Note picture). For the 8th Convocation he is a member of the Soviet of Nationalities representing a region from th Lithuanian SSR.

Note also the change in Mint Mark to MMD with square top on the D.

While the original group had documented badges for all convocation 6 - 11, I did not take pictures of each, (at least not that I can find at the moment) because they would be a repeat of those shown already but for number. However, for the 11th Convocation there was a document not previously seen, document for candidate member. This appears to be a pre-election document rather than a lower class of member. At any rate I have seen only one other candidate document ever! By the 11th convocation Marshal Ogarkov was a Marshal and has his Hero Star which are both in the photo on the document. The Lenin Prize does not show, perhaps because of the cut of the picture.

Have you looked closely at the sample pinbacks on page 164?

They are all numbered 62!
They all seem to have mint mark MMD with a square top "D" (so called "E" version)!

Sort of leads you to believe that all pin backs are the same. But there is this early "D" type MMD from Ukraine which, maybe its a home made variation but I do not think so.

In addition, I am having trouble getting a photo to show but for that Turkmenistan CEK badge 1.1 listed as screwback, I have seen at least one with a pin. It was marked with Kokoshnik and 88. IF I get the picture to load and fit it will follow.

Still more on pinbacks - Estonia did their own badges but followed the MD lead for standard pinback with the square catch from the 8th convocation. before that their look similar to the Ukrainian version

The badge below was shown in Likhitsky so this should be sort of familiar.

The T33 is the Tallinn Jewelry works or plant with the second "3" meaning last digit of the year 63.

You may wonder why Southern Ossetia is the only Autonomous Oblast listed in M’s book. The region is a political football and because of that, one of only two Autonomous Oblasts generally known outside of Russia. (The other being Karabakh.) Southern Ossetia today is split between a defacto autonomous/separatist independent ghost republic sort of like Abkhazia, which rules a portion of the territory, which is not recognized by any nation, but which has defacto independent political authority and a provisional administration which is recognized by Georgia and rules the remainder of the territory of Southern Ossetia.

The badge pictured in the attachment to this posting was in the collection of one of one of M’s sources along with other badges from the ZSFSR with the star in the upper corner. Asked if I knew what the one unknown badge was, it was obvious. I recognized the Æ as an Ossetian letter. In addition it had an AO (Autonomous Oblast) and the Ossetian name for Ossetia begins with an “I.” (In Ossetian the name of Southern Ossetia is Khussar Iryston.) You can also check a Northern Ossetian badge and you will see the same AE(Æ) and I (И). The K may make you think of Karabakh but the rest was clearly Ossetian/Iryston. This badge, however, was not in Russia and not available for photographing for the book so only got ghost status until now.

Southern Ossetia has an area of approximately 3900 square km or about 1500 square miles. It is actually larger in area than Adjara (2900 sq km). The population of Southern Ossetia was approximately 99,000 in 1989 at the last Soviet Census. The population in the 1926 census (approximately contemporaneous with this badge) was 87,375.

There were also badges for all of the other autonomous areas. I saw one for the Jewish area but cannot find that picture, but the area is not listed in M.

We have already seen normal documents for special people (regular document to Marshal soviet union Ogarkov). But there were special documents as well. These would likely not be covered in M's book, but this is the best string to show such document.

I do not have the actual document from inside the case, only the leather case. See attached for N. Bulganin, one time Marshal Soviet Union, subsequently downgraded as a member of the anti party group that tried unsucessfully to oust Khrushev in the 50's.

While we do not have the document it would appear likely that this dates to the first convocation when Bulganin was Deputy Minister of Armed Forces.

Neither the small nor the large book on Marshals list him as member of the Supreme Soviet of the USSR, But Deputy regional commander was deputy to the republic Soviet so it might be that that would follow for deputy minister. In addition the print is ornate, which would make you think it is earlier.

The document/cover is approximately 7.5 inches x 10 inches (18cm x 25.5cm).
