I cannot find anything to verify it
Attaching to the lot simple Chernobyl badge does not mean that the medal is for Chernobyl.
However, it is possible.
Firefighters have been awarded with this medal for Chernobyl

As far as I know, there was a Chernobyl ukaz on 24 December 1986, but not on 30th.

And I'd be equally skeptical of the later-issue Ukrainian doc. I'm sure they are much easier to come across and fill out with any information you please.

Isn't the medal issued by a decree of the Supreme Soviet of Ukraine?

If that's correct, isn't it possible that on the 30th the Supreme Soviet of Ukraine issued a decree awarding firefighting medals for Chernobyl?

I don't believe that, at that time, individual republics had the power of awarding all-union awards. As far as I know, this was the prerogative of the Supreme Soviet of the USSR.

Вручение медали «За отвагу на пожаре» производится от имени Президиума Верховного Совета СССР председателями, заместителями председателей и членами Президиумов Верховных Советов союзных и автономных республик, председателями, заместителями председателей и членами исполнительных комитетов краевых, областных, районных и городских Советов депутатов трудящихся по месту жительства награжденных, а военнослужащим — военным командованием."

I remember looking at the Vedomosti of the RSFSR once and seeing decrees issuing the medal. No examples immediately on hand, though I can show some next week. Unfortunately, I don't have access to the vedomosti of other republics.

You are, of course, right. For whatever reason, I was focused on orders and "forgot" about medals... :o

"Veteran Of Labour" is probably the best example of localised award - Depending on booklet type. Somehow I doubt that any of these were awarded for liquidation.
That being said enough time has now passed for long service awards to be granted to state workers of post-Soviet states who may have spent their entire service liquidating or analysing the effects.
