Only 174 awarded, this is the official (semi-official?) wearing copy, awarded in smaller numbers than that.

Yes (I guess). The original award was silver and most people didn't want to wear it, due to the intrinsic value. They could obtain (from the government) a "silvered" wearing copy like this. There were only 174 of the original awards, and not all these recipients got their wearing copies.

I still seek an original, but this may be as close as I can get.
