I don't think anyone has any concrete dates but as this dates from 1976 or later it is considerably less likely to be German than the earlier Types (1956/1965). Albania had isolated itself from the Warsaw Pact nations by the mid-late 1960's (specially the "traitorous" USSR). Albania then split from the PRC over the 1970's. The cut off for IKOM produced items is easier to date due to the Tito-Stalin split.

I don't think any company would really want to admit to making the extremely poor late period awards. One thing can be said about them - they were made in huge numbers!
