If the date in the document was exactly exactly a month after the decree date, then on 23.01.1957 there was a decree for awards for flying in severe weather conditions. Could be the case?

That certainly is a big if that only research can answer.
I have been picking up a few post-long service examples of these over the last year or so, mainly for civil war veterans but I wouldn't be surprised if one ended up being for assisting in cosmonautics. Research time isn't too far away. Beware of sellers offering early 1950's awards saying "Korea" the chance of that is absolutely minimal - Long Service more likely. Also 1960's dated awards with "Vietnam" attached to it, they'll be more likely civil war veterans.

Looks good to me. Probably awarded late 1942 and replaced suspension sometime after.
