The Ukaz of 15th October 1947 halted of awarding of Patriotic Wars and Red Stars to civilians.
A Boatswain may be a military or non-military rating (Military or Mercantile navies) but this sounds to be a Military Sailor. The fact that he was also awarded an array of "non-military" awards does not mean that he was a civilian (or even merchant mariner) just that his merited efforts had been in a non-combatant role. The word "Civilian" is incorrect for a Boatswain in either fleet as he would have been in a uniformed service of the Soviet Union. If the chap is unresearchable it may just be due to the fact that those particular archives are "away for digitalisation" or simply not available to the public yet.

An interesting thing here - I think this one is later than any of of the listed ORBs in Desantnik's book, yet it has the number lower than known awards from late 1960's.
The doc (and matching order) is not in my possesion, but I hope this will change one day. |

If it is not the fault of bad light, the three central points, and the banner, at least for me, the enamel is new, but I believe that even the CCCP area has been renewed.
