Soviet Passports
I think passport is a very nice looking document in every country (after all, you want to make a good impression abroad...), and Soviet passports also have an added value of telling something on the people own them.

One was so called "internal passport" - in Russian language and used inside of the country only. Every citized gets this one once he reaches certain age (16 I think) by going to the local militia (police) office. If a person wishes to travel to other contries - "foreign passport" is necessary. In this case one has to go to OVIR (seprate department dealing with immigration and visas). There was no guarantee you would get the Foreign passport, as various background checks need to be done. And one has to prove that he really needs the foreign passport. Foreign passport has entries in both Russian and English. Funny part is that USSR ceased to exist in 1991, but people still have passports issued to them with old Soviet insignia (USSR crest, etc). Hope thus helps. As I know, the Foreign Passport – 1 was issued to the Soviet citizens for their travel out of country. They had their main passports, however they used this special (second passport) to go out of country. After their return from their trip (if they return – ha,ha,ha), as I remember, they had to return this Foreign Passport back. They were getting the Passport again, when they had another trip scheduled. As I remember this second Passport also for travelling outside of USSR, however was issued only for business trips. Eric |

A Service passport, also called an Official passport, is not a diplomatic passport. It is however a government issue passport. They are issued to government employees or politicians who are travelling on business or "service" and who are not eligible for a diplomatic passport. They confer no Vienna Convention immunity. (Actually a diplomatic passport grants no immunity ether, it is the diplomatic visas or posting acceptance/agreement wich confers the status.)
