It has the abreviation of Ukrainian Soviet Socialist Repubic.
The oak leaves makes me think of customs or forestry. Maybe some late soviet item related to that services. It also can be a part of some znachok for turists.

Sorry for being late to answer you. This item is not fantasy at all. It was issued in Ukraine after a baby was born. If your piece is issued, it will have some engraving at the back with the full name of the person, (sometime also the city) and date.

I also have such item in my collection. All the ones I saw were issued in the 1980s.

I feel I've received so much from you and from many other members here. I am still learning so much everyday and I wish I could contribute more than I do. So, when there is an opportunity, I try.

About this small badge or actually medallion (it has no attachment at back, just a flat background), it measures around 38mm of height and 42mm at the maximum width. It is made of light metal of golen or brass color. It looks like aluminium. It doesn't worth much, I bought mine last summer in a collector club in the city of Rivne, Ukraine and the guy was so surprised that I wanted to buy this unwanted item. I offered him the equivalent of 1 dollar and he immediatly agreed.

It reminds me to post the reverse and obverse of the medallion I bought in Rivne (Rovno).
