Latvian academy Badge from 1968

One of these lucky days. Today I visit a small military trade fair in Germany and I meet a forum member and bought a few cheap badges for a good price.

This is one of them. It seems to be a academy badge from one of the baltic states from 1968? Latvia? Lithuania? or Estonia? Any ideas?
There are the letters LV on the symbolised book. On the screw are two inscriptions one in cyrillic.
The badge is very small, it measures only 4 cm in high.

any help would be great.

Nice! I like it. :) Look at that tiny Red Star. :)
A nice, older badge and you can see where the quality is just beginning to fall off.
