The Medals "For Distinction In Service In Drug Control Organs" (Медали «За Отличие В Службе В Органах Наркоконтроля») was founded on 28th June 2005 by ministerial decree #203 of the Federal Service Of The Russian Federation For The Control Of Drug Trafficking. Awarded for 10, 15 and 20 years service.
Here is the 1st Class and a blank document.
