A VERY late issue to a woman:

Issued 26 November 1993 to Lidiya Mikhailovna Kalyabkina by the 1st Deputy of Sevastapol City Administration.

I *thought* that said "93"!! And that was making me wonder.
Glad it's good.
So, is 1993 post-Soviet era? And the stamp below has no hammer& sickle, right? Strange (in a non-bad way) that the upper still has the Soviet seal and the "CCCP".
I'm guessing that's a pretty rare document then.
