Law Decree Nº30, Cuban Award Regulations

Many, many thanks to Esteban for the translation of this Decree. This is, I think the first and currently only English translation of this Decree on the WWW.

LAW DECREE Nº 30

STATE COUNCIL


FIDEL CASTRO RUZ, President of the State Council of Cuba.

I let know that the State Council has agreed to the following :

1. That the Law Nº 17, of June 28, 1978, establishes the rules for the System of Awards and Honorific Titles of the Republic of Cuba;

2. Before passing the latter law, some legal texts that were used to create Orders and Medals were valid, and some of them shall remain.

3. It is necessary to establish the awards structure to which the latter numeral related to Law Nº 17 refers, to have the new and future awards that shall be created, integrated and united to System of Awards and Honorific Titles of the Republic of Cuba.

4. The State Council, supported by the established in the quoted law has proposed creation of Orders, Medals, honorific Titles and Distinctions, the organisms of the Central Administration of the State, the Workers´ Central of Cuba, the National Syndicates, the Union of Communist Youth, The Federation of Cuban Women, the National Association of Small Farmers, the National Directorate of the Revolution Defence Committees and other entities and organizations.

5. The State Council, according to the Unique Transitory Rule of the mentioned Law Nº 17, must quote about awards, honorific titles and distinctions.

6. The State Council, considering the latter, must determine the awards and honorific titles which will be part of the System and the hierarchy order between them, as well as the distinctions which must be awarded by politic, social and mass entities and organizations.

7. The State Council, according to the attributions given by the Paragraph c) of Article Nº. 88 of the Constitution and by the quoted in Law Nº 17 of the System of Awards and Honorific Titles of the Republic of Cuba, decides to pass the following:

LAW DECREE Nº. 30

CHAPTER I. ABOUT AWARDS, HONORIFIC TITLES AND DISTINCTIONS


ARTICLE 1. The awards, honorific titles and distinctions created by this Law Decree, integrate the System of Awards and Honorific Titles of the Republic of Cuba and will be ruled by the statements of Law Nº 17 and its regulation and statutes or corresponding regulations, if they have them.

CHAPTER II. ABOUT THE RATIFIED AWARDS

ARTICLE 2. As Awards of the Republic of Cuba, the following medals have been ratified:

1. Commemorative Medal “XX Anniversary”, created by Law Nº. 1252, of July 16, 1973, just as modified by Law Decree Nº 4, of May 2, 1977.

2. Commemorative Medal “XX Anniversary of the Revolutionary Armed Forces”, created by Law Nº 1314, of November 23, 1976, awarded till December 2, 1981, according to the said in Law decree Nº 9, November 29, 1977.

3. Medal “250th Anniversary of the University of La Habana”, created by Law Decree Nº 12, of January 9, 1978, awarded till November 30, 1979, according to Law Decree Nº 29, of October 27, 1979.

Also are ratified, as tribute to the ones that for defending the most legitimate interests of the cuban people filled with glory the pages of its history during the Independence Wars, the following medals:

4. Medal of “The Independence” created by Decree Nº 129, of February 24, 1911, fulfilled by Decree Nº 1147, of December 23, 1911 and modified by Decree Nº 592, od July 31, 1913.

5. Medal of “The Emigration” created by Decree Nº 918, of October 10, 1913 and modified by Decree Nº 1509, of September 20, 1929.

The awarding requirements, criteria and their characteristics for these medals, are the ones established by the legal texts which created them, but will be adjusted according to what is established in Law Nº 17, of June 28, 1978, of the System of Awards and Honorific Titles and their rules.

ARTICLE 3. With a new structure, the following Orders are ratified:

1. Order “José Martí” Created by Law Nº 1230, of December 2, 1972, which will be awarded to Cuban and foreign citizens and Chiefs of State upon great feats for peace and mankind; for valuable and extraordinary contributions in education, culture, sciences and sports, as well as extraordinary merits and outstanding attitudes in creative work.

2. Order “Carlos Manuel de Céspedes” Created by decree Nº 486, of April 18, 1926 and modified by Law Nº 586, of October 7, 1959, which will be awarded to to Cuban and foreign citizens, Chiefs of State or Government, political or state leaders who outstand in the struggle for the national liberation of the peoples, the friendship shown towards the Cuban Revolution, or for the international prestige reached on behalf of the peoples and for outstanding contributions to the consolidation of peace and pacific coexistence.

3. Order “Playa Girón” Created by Law Nº 949, of July 18, 1961, which will be awarded to Cuban and foreign citizens and Chiefs of State or Government who extraordinarily outstand in the struggle against imperialism, colonialism, neo-colonialism, racism, fascism and any other exploitation form; by valuable contributions to the development of the armed forces and their defensive capacity; for great feats on behalf of peace and mankind progress, as well as for the defense of our homeland and the Revolution´s conquests.

4. Order “Carlos J. Finlay” Created by Decree Nº 77, of January 21, 1928, which will be awarded to Cuban and foreign citizens in recognition for extraordinary merits and achievements in the development of natural or social sciences, scientific or investigation activities that contribute in a significant way to science progress and mankind benefit, and specially to the preservation and improvement of the peoples´ health and welfare.
It will also be awarded to Cuban and foreign institutions, as well as work collectives for the reasons stated before.
The requirements for its awarding, description and other related to the Orders to which this article refers will be stated in the timely approved Statute, and the statements of Law Nº 17 will be applied to it.

CHAPTER III. ABOUT THE NEW ORDERS

ARTICLE 4. To the recognition of extraordinary merits described in them, the following orders are created:

1. Order “Máximo Gomez” given to members of the Revolutionary Armed Forces in active duty, reservists and retirees, and to civilian citizens for extraordinary merits in the defense of our socialist homeland; for outstanding planning and directing great military operations or for brilliantly directing the Rebel Army fronts or columns during the National Liberation War.
It will be also awarded exceptionally to friendly countries military.
The Order “Máximo Gómez” will have a First and Second Grade.

2. Order “Antonio Maceo” given to members of the Revolutionary Armed Forces in active duty, reservists and retirees, and to military units of the Revolutionary Armed Forces, for extraordinary successes in military operations; for troops´ high level combat qualities; for firm and decisive combat actions, or for the training and readiness which contribute to the defense, development and consolidation of our socialist homeland.
It will be also given to military and military units of friend countries for the same reasons.

3. Order “Camilo Cienfuegos” given to members of the Revolutionary Armed Forces in active duty, reservists and retirees, as well as military from friend countries, for extraordinary merits acquired in the development and accomplishment of combat actions, in defense of the conquests and sovereignty of our socialist homeland.

4. Order “Ernesto Che Guevara” given to members of the Revolutionary Armed Forces in active duty, reservists and retirees, for extraordinary merits in the accomplishment of internationalist missions on behalf of the independence and sovereignty of the peoples who fight against imperialism, colonialism, neo-colonialism and any other exploitation way.
Exceptionally, it can also be awarded to other Cuban citizens and friend countries´ military who, showing internationalist solidarity had accomplished outstandingly this kind of missions.
The Order “Ernesto Che Guevara” will have a First, Second and Third Grade.

5. Order “Combatant of the Liberation War” given to whom, as combatants of any of the Rebel Army fronts, columns or units, had acquired extraordinary merits during the National Liberation War and had maintained an exemplary and matching behaviour with the revolutionary principles.
In very exceptional cases, will be able to be given to other people who without being Rebel Army combatants had acquired extraordinary merits during their participation in the insurrectional fight and had maintained an exemplary and matching behaviour with the revolutionary principles.

6. Order “Lázaro Peña” given to Cuban and foreign workers, for extraordinary labour merits; for important contributions to national economy or for a correct and perseverant working behaviour, whether in industry, agriculture, services, administration, construction, transport, science, arts, culture or technics.
It can also be given to enterprises, economical units and Cuban and foreign labour collectives for the same reasons.
It will also be given to who, during their stay in Cuba or from their respective countries, contribute to economical, scientific and cultural enhancement and development of our country.
The Order “Lázaro Peña” will have a First, Second and Third Degree.

7. Order “Julio Antonio Mella” given to Cuban and foreign youngsters in recognition of extraordinary merits reached in creative work; in study, research in artistic or literary culture or sports; or in the struggle for the conquests and defence of the achievements and interests of the Cuban or foreign youth, as well as the consequent practice of proletarian internationalism.
Also, in exceptional cases, can be given to other people for the same reasons or for extraordinarily contributing to the integral formation of the young generation.

8. Order “Frank Pais” given to Cuban and foreign citizens, in recognition of extraordinary merits acquired in education, or to whom had contributed in a significant and unselfish way to the integral formation of the citizens or had made outstanding contributions to the development of the education.
It will also be given to individuals, social organizations and other Cuban or foreign institutions who had accomplished significant deeds to people´s education.

9. Order “Mariana Grajales” given to Cuban female citizens whose work in any field of creative labour, becomes an exceptional proof of revolutionary or internationalist attitude; or for contributions to the formation of new generations, to the goal of the women incorporation to society, the development of the country or to the defence of the Homeland; to foreign female citizens whose outstanding work in any field, means an extraordinary contribution for her people or mankind, if her deed has transcended to international level and outstand in the defense of the revolutionary ideas, anti-imperialist struggle and liberation and independence of the peoples.

10. Order “Ana Betancourt” given to Cuban female citizens for relevant merits acquired because of their unbreakable loyalty to revolutionary and internationalist principles and extraordinary attitude in creative labour, defence and study, and to foreign female citizens who outstand in defence of the revolutionary and internationalist principles, anti-imperialist struggle and liberation and independence of the peoples, or to which relevant actions in any field mean an important contribution to their people, and that their solidarity spirit had reached international fame.

11. Order “of the Solidarity” given to Cuban and foreign citizens and entities, in recognition to extraordinary merits reached in labours related to or with our or other peoples, on behalf of mankind, peace, the cause of socialism and against imperialism, colonialism, neo-colonialism, fascism, racism and any other exploitation form.

12. Order “Juan Marinello” ,given to Cuban or foreign citizens, for making a sustained activity which becomes an important contribution to the ideological struggle of the peoples and an extraordinary contribution to the development of artistic and literary culture and journalism.

13. Order “for Sport Merit” ,given to Cuban and foreign citizens, in recognition of extraordinary merits reached in sports or for a significant and unselfish contribution to the development of physical culture and sport.
It will also be given to technicians, specialists and to Cuban and foreign entities and organizations who had contributed in an extraordinary way to the development, sport or enhancement of our sportsmen.

14. Order “Félix Varela” ,given to Cuban and foreign citizens and cultural collectives in recognition of extraordinary contributions to the unperishable values of national and world culture. Order “Félix Varela” will have a First and Second Degree.

CHAPTER IV. ABOUT THE NEW MEDALS

ARTICLE 6. As the new medals of the Republic of Cuba, the following are created:

1- “Gold Star” Medal, which will be awarded to Cuban or foreign individuals, cities and towns, to whom the title “Hero of the Republic of Cuba” is given, as its representation insignia.

2- “Gold Star of Labour” Medal, which will be awarded to Cuban or foreign individuals, to whom the title “Hero of Labour of the Republic of Cuba” is given, as its representation insignia.

3- Medal “Antonio Maceo”, given to Revolutionary Armed Forces members, in active military service, reservists and retirees, and to friendly countries´ military, who with unselfish, firm and decisive combative action had contributed to the defence, development and consolidation of our socialist homeland,

4- Medal “Calixto García”, given to Revolutionary Armed Forces members, in active military service, reservists and retirees, and to friendly countries´ military, who outstand by their unselfishness in the accomplishments of assigned tasks.

5- Medal “Ignacio Agramonte”, given to chiefs of large units, units and small units, and to Revolutionary Armed Forces officers who obtain positive results during the instruction periods and, with their devoted, exemplary and creative work in operative, combat and political preparation, had co-helped strengthening, enhancement, development and consolidation of a high level preparation and combat readiness of the troop
The Ignacio Argamonte medal will have a First, Second and Third degree.

6- Medal “Jesús Menéndez”, given to Cuban and foreign citizens in recognition of relevant deeds; for a sustained and distinguished working attitude, as well as a successful directing, advice, collaboration and orientation of the Cuban, other countries´ or international syndical movement; for an exemplary attitude on behalf of labour and loyalty to the principles of the working class and proletariat and for exceeding the tasks of socialist emulation.
It can also be given to work collectives for relevant successes in the constant accomplishment of production plans.

7- Medal “Combatant of the Liberation War”, given to who actively participated as combatants in any of the Rebel Army fronts, columns or units, and had maintained an exemplary and according attitude with the revolutionary principles.
In exceptional cases, can be given to other people who without being Rebel Army combatants, had significantly participated in the insurrectional struggle and had maintained an exemplary and according attitude with the revolutionary principles.

8- Medal “Clandestine Struggle Combatant”, given to who significantly participated as clandestine combatants during the Liberation War, and had maintained an exemplary and according attitude with the revolutionary principles.

9- Medal “Ciro Redondo”, given to given to Rebel Army combatants who as members of Column Nº.8 “Ciro Redondo”, commanded by Commander Ernesto Che Guevara, made the invasion from “Las Mercedes”, in Sierra Maestra, to the former province territory of Las Villas, in 1958 and had maintained an exemplary and according attitude with the revolutionary principles.

10- Medal “Osvaldo Herrera”, given to Rebel Army combatants who as members of Column Nº.2 “Antonio Maceo”, commanded by Commander Camilo Cienfuegos, made the invasion from “El Salto”, in Sierra Maestra, to the former province territory of Las Villas, in 1958 and had maintained an exemplary and according attitude with the revolutionary principles.

11- Medal “Eliseo Reyes”, given to Ministry of Internal Affairs personnel and to other people for valour and active participation acts in relevant situations or combat actions, where an effective work to the consolidation of the defence of our homeland and the keeping of the principles of socialism had been accomplished.
It can also be given in exceptional cases to friendly countries´ citizens for the same reasons.

12- Medal “Internationalist Combatant”, given to Revolutionary Armed Forces members, in active military service, reservists and retirees, who had distinguished themselves in an exemplary way during the accomplishment of internationalist missions, or had kept a consequent attitude in their work during their service. The Medal “Internationalist Combatant” will have a First and second Class.

13- Medal “Internationalist Worker” given to Cuban workers, who in the field of production, services, science, technics, education, health and sports, had accomplished in an exemplary and unselfish way internationalist missions in solidarity with brother peoples and had maintained an exemplary and according attitude with the revolutionary principles.
It will also be awarded to foreign citizens, who, because of their internationalist work, had acquired relevant merits who help to raise the material, culture and technic level of our country.

14- Medal “Combat Brotherhood”, given to members of Ministry of Internal Affairs and Auxiliary forces members and to other Cuban citizens who in the protection of the frontiers, had actively participated in combat actions and reached outstanding merits.
It can also be awarded in exceptional cases to friendly countries´ citizens for the same reasons.

15- Medal “For Internal Order Safety”, given to members of Ministry of Internal Affairs and Auxiliary forces members and to other Cuban citizens, for relevant merits acquired in protection, defence and safety of the internal order and in the fight against crime and other criminal actions.

16- Medal “For Bravery during Service”, given to members of Ministry of Internal Affairs and to other Cuban citizens who distinguish themselves for their bravery and boldness saving human lives or highly valuable material goods, during fires, natural disasters or other similar situations.
It can also be given in exceptional cases to friendly countries´ citizens for the same reasons.

17- Medal “Labour Exploit”, given to Cuban workers, for the accomplishment or overaccomplishment* of assigned shock or priority duties; for the implementation of new methods, processes or rationalizations in production and services, which significantly increase production or work productivity or cost decrease, and for distinguished successes in the vanguard movement.

18- Medal “of Friendship”, given to Cuban or foreign citizens, organizations or institutions, who in an individual or collective basis, distinguish themselves in their activity towards the achievement of the building of a fairer society and for strengthening the fraternal friendship bonds, mutual cooperation and help between peoples.

19- Medal “Romárico Cordero”, given to Cuban peasants in recognition of relevant merits reached and active participation in the agriculture development of our country, or for their distinguished contribution to the transformation to superior agriculture production and cooperation stages, as well as who actively participated in the defence of the peasants´ right to land and their contribution in the struggle for national liberation.
It will also be given to Cuban and foreign political, social and mass organization leaders, which work dedicated to achieve the active participation of the peasants in the building of socialism is considered decisive and distinguished.

20- Medal “Abel Santamaría”, given to young Cuban and foreign nationals for their revolutionary attitude reached in creative work; in artistic and literary culture; in sports; in struggle for the conquests of the Cuban or foreign young generation and for the consequent practice of the proletarian internationalism.
Also, in exceptional cases, it can be given to other people for the same reasons or for contributing in an outstanding way to the integral formation of the young generation.

21- Medal “José Antonio Echeverría”, given to young Cuban youngsters in recognition of extraordinary merits reached in study and had kept a matching attitude with revolutionary principles.
Also, in exceptional cases, can be awarded to other Cuban or foreign citizens for the same reasons or for having contributed in a significant way to the integral education of the young generations.

22- Medal “Cuban Red Cross”, given to Cuban and foreign citizens, to recognize and to distinguish the accomplishment of high humanity or heroic content when giving health help or saving people whose lives are in extreme danger; or had distinguished themselves in activities, goals and purposes of the institution.

23- Commemorative medal “Playa Girón”, which will be awarded to Cuban citizens, who composing combat units participated outstandingly in combat actions which took place in the Playa Girón battle against the mercenary invasion in 1961 and had kept an exemplary and matching attitude to revolutionary principles.
Also, it can be awarded to Cuban and foreign citizens who with their active participation contributed directly to the victory success and had kept an exemplary and matching attitude to revolutionary principles.

ARTICLE 7. The awarding criteria and the description of created in the latter Article and other related to their organization, will be quoted in the approved statute for each one of them, and the dispositions of Law Nº 17, June 28, 1976 of the System of Awards and Honorific Titles and their rules will be applied to them.


CHAPTER V: ABOUT THE HONORIFIC TITLES

ARTICLE 8. The following Honorific Titles are created:

1. Title of “Hero of the Republic of Cuba”, which will be awarded to Armed Forces members and to any Cuban or friendly country citizen, for extraordinary merits and feats done for the defence of the motherland and conquests of the revolution or for exceptional contributions to the cause of socialism and struggle against imperialism. It can also be awarded to cities and towns for the same reasons.

2. Title of “Hero of Labour of the Republic of Cuba”, which will be awarded to Cuban and foreign citizens in recognition of exceptional merits reached in creation work; for valuable contributions who raise significantly work production and productivity or for an outstanding contribution to the boom of national economy or in the struggle for conquests and interests of the working class, as well as for exceptional contributions to the cause of workers´ internationalism.

ARTICLE 9. The awarding criteria and the description of created in the latter Article and other related to their organization, will be quoted in the approved statute for each one of them, and the dispositions of Law Nº 17, June 28, 1976 of the System of Awards and Honorific Titles and their rules will be applied to them.

CHAPTER VI. ABOUT THE ORDER OF PRECEDENCE OF DECORATIONS AND HONORIFIC TITLES

ARTICLE 10. The Decorations and Honorific Titles of the Republic of Cuba, which via this Law Decree are ratified or created, have, according to their classes or grades, the following order of precedence:

a)
Honorific Title of “Hero of the Republic of Cuba” and the medal “Gold Star”;
Honorific Title of “Hero of Labour of the Republic of Cuba” and the medal “Gold Star of Labour”

b)
Order “José Martí”;
Order “Carlos Manuel de Céspedes”;
Order “Playa Girón”

c)
Order “Máximo Gómez” 1st class;
Order “Máximo Gómez” 2nd class;
Order “Antonio Maceo”;
Order “Camilo Cienfuegos”;
Order “Ernesto Che Guevara” 1st class;
Order “Mariana Grajales”

ARTICLE 11. The use and order of precedence of decorations and honorific titles of the Republic of Cuba is regulated by Regulation of Law Nº 17, of June 28, 1978.

CHAPTER VII. ABOUT THE DISTINCTIONS

ARTICLE 12. With the purpose of being awarded according to the way, rules and principles established in Law Law Nº 17, of June 28, 1978, of the System of Decorations and Honorific Titles and their regulation, the following distinctions are created:

1. Distinction “Enrique Hart”, which will be awarded to Cuban workers in recognition to merits reached during 25 or more years in public administration field and had kept an exemplary and matching attitude to revolutionary principles. Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of this field.
The Distinction “Enrique Hart” will be awarded by the Excecutive Secretariat of the National Syndicate of Public Administration´s Workers together with the Ministers or Chiefs of the State organs in charge of the public administration´s duties.

Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of this field.
The Distinction “Marcos Martí” will be awarded by the Excecutive Secretariat of the National Syndicate of Public Administration´s Workers together with the Minister of Agriculture.

3. Distinction “Emilio Barcenas” given to Cuban citizens in recognition of reached merits during 25 or more years, as civilian workers of the Armed Forces and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who, with their personal activity, had contributed noticeably to the rise and maintenance of the combat readiness of the Revolutionary Armed Forces.
The Distinction “Emilio Barcenas” will be awarded by the Excecutive Secretariat of the National Syndicate of the Revolutionary Armed Forces´ Civilian Workers together with the Revolutionary Armed Forces Minister.

4. Distinction “Fernando Chenard” given to Cuban workers in recognition of reached merits during 25 or more years, in the field of commerce and gastronomy and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of commerce and gastronomy.
The Distinction “Fernando Chenard” will be awarded by the Excecutive Secretariat of the National Syndicate of the Commerce and Gastronomy Workers together with the Internal Commerce Minister, the President of the National Tourism Institute or chiefs or other State organs in charge of this activities.

5. Distinction “Mario Muñoz” given to Cuban citizens in recognition of reached merits during 25 or more years, in the communications field and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of this field.
The Distinction “Mario Muñoz” will be awarded by the Excecutive Secretariat of the National Syndicate of the Communications´ Workers together with the Communications Minister.

6. Distinction “Armando Mestre” given to Cuban citizens in recognition of reached merits during 25 or more years, in the construction field and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of this field.
The Distinction “Armando Mestre” will be awarded by the Excecutive Secretariat of the National Syndicate of the Construction Workers together with the Construction Minister or chiefs of other State organs in charge of this activity.

9. Distinction “Álvaro Barba Machado” given to Cuban workers in recognition of reached merits during 25 or more years, in the forestry field and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of this field in our country.
The Distinction “Álvaro Barba Machado” will be awarded by the Excecutive Secretariat of the National Syndicate of the Forestry Workers together with the President of Forestry Development and Exploitation.

11. Distinction “Jesús Suárez Gayol” given to Cuban workers in recognition of reached merits during 25 or more years, in the sugar industry field and had kept an exemplary and matching attitude to revolutionary principles.

The Distinction “Jesús Suárez Gayol” will be awarded by the Excecutive Secretariat of the National Syndicate of the Sugar Industry Workers together with the Sugar Industry Minister.

14. Distinction “Aracelio Iglesias” given to Cuban workers in recognition of reached merits during 25 or more years, in the merchant marine, harbors and fishing fields and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of merchant marine, harbors and fishing .
The Distinction “Aracelio Iglesias” will be awarded by the Excecutive Secretariat of the National Syndicate of the Merchant Marine, Harbors and Fishing Workers together with the Transport and Fishing Industry Ministers, depending on the case.

15. Distinction “René Ramos Latour” given to Cuban workers in recognition of reached merits during 25 or more years, in the mining-metallurgical field and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of the mining-metallurgical field.
The Distinction “René Ramos Latour” will be awarded by the Excecutive Secretariat of the National Syndicate of Mining-Metallurgical Workers together with the Mining, Geology and Sidero-mechanic Industry Ministers, depending on the case.

18. Distinction “José María Pérez” given to Cuban workers in recognition of reached merits during 25 or more years, in the transportation field and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other workers or to foreign citizens who had contributed noticeably to the development of transportation.
The Distinction “José María Pérez” will be awarded by the Excecutive Secretariat of the National Syndicate of Transportaion Workers together with the Transportation and Agriculture Ministers, depending on the case.

19. Distinction “Antero Regalado” given to members and directors of the National Association of Small Agricultors, in recognition of outstanding participation and valuable contributions to the agriculture development of the country and had accumulated recognized merits in the building of our socialist homeland and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to other fields´ workers or to foreign citizens in recognition of their active participation in the struggle and defence of the interests and conquests of the peasants or who had contributed in a noticeable way to the development of the agriculture activities of the small agricultors.
The Distinction “Antero Regalado” will be awarded by the National Bureau of the National Association of Small Agricultors.

20. Distinction “Distinguished Service”, awarded to Revolutionary Armed Forces members on active duty and reservists, for their exemplary attitude and the positive results obtained in tactical and tactical-special with combat shooting manoeuvres and Chiefs of Staff´s drills and excercises.
The Distinction “Distinguished Service” will be awarded by the Minister of the Revolutionary Armed Forces.

21. Distinction “For Service in the Revolutionary Armed Forces”, awarded to Revolutionary Armed Forces members who, by December 2 of every year, had served ten, fifteen, twenty or more years according to the service calendar in the Rev. AF and had observed an exemplary attitude and obtained satisfactory results in their service accomplishment. The Distinction “For Service in the Revolutionary Armed Forces”, will be awarded by the Minister of the Revolutionary Armed Forces.

22. Distinction “For the Service in the Ministry of Internal Affairs”, awarded to members of the Ministry of Internal Affairs, who, in their condition of military, by June 6 of each year, had served ten, fifteen, twenty or more years of active duty, according to the service calendar of the Ministry and had accomplished successfully the service duties given to them, with a positive qualification.
The Distinction “For the Service in the Ministry of Internal Affairs” will be awarded by the Minister of Internal Affairs.

23. Distinction “for the National Culture”, awarded to Cuban and foreign citizens in recognition of reached merits and for efforts made towards the enrichment of national culture and promotion of culture labour. The Distinction “for the National Culture” will be awarded by the Minister of Culture.

24. Distinction “Martyrs of Barbados”, awarded to recognize and distinguish the merits of Cuban citizens who outstand noticeably in sport activities or contribute to the development of physical culture and sport and had kept an exemplary and matching attitude to revolutionary principles.
Also, in exceptional cases, it can be awarded to Cuban or foreign citizens who, with their personal activity, had noticeably contributed to the boom of sport and national or international physical culture.
The Distinction “Martyrs of Barbados” will be awarded by the President of the National Institute of Sports, Physical Education and Recreation.

25. Distinction “September 28th ”, awarded to Cuban citizens in recognition to their distinguished work in the accomplishment of Cederists´ duties and that during a long term accomplish their duties with the organization or contribute to the development of the Revolution Defense Committees, and outstand in the struggle against the enemies of the Revolution and in the defense of our socialist homeland.
Also, it can be awarded to foreign citizens for their collaboration and valuable contributions towards the Revolution Defense Committees.
The Distinction “September 28th” will be awarded by the Excecutive Secretariat of the National Direction of the Revolution Defense Committees.

26. Distinction “Félix Elmuza”, awarded to Cuban and foreign citizens who, in the accomplishment of the journalism activity, had obtained merits which contribute to the economic, politic, social or cultural development of our socialist homeland; to the defense of the principles of workers´ internationalism and Marxist ideology; to the strengthening and consolidation of peace, friendship and solidarity between peoples.
The Distinction “Félix Elmuza” will be awarded by the National Secretariat of the National Union of Journalists of Cuba.

ARTICLE 13. The awarding criteria and the description of created in the latter Article and other related to their organization, will be quoted in the approved statute for each one of them, and the dispositions of Law Nº 17, June 28, 1976 of the System of Awards and Honorific Titles and their rules will be applied to them.

ARTICLE 14. All Distinctions have the same hierarchy level.

FINAL RULES

FIRST. The honorific titles, orders, medals and distinctions not recognized by the Law and awarded to Cuban and foreign citizens by political, social and mass organizations until the promulgation of this Law Decree, will have historical validity and efficacy to the legal effects of the moment in which they were awarded. Thus, the political, social and mass organizations that awarded them are forced to make sure the people who possess them obey the rules and terms of Law Nº 17, of June 28, 1978, of the System of Decorations and Honorific Titles and their Regulation, and sticking to the rules which regulate their use and banning causes.
SECOND. Any rules and terms opposing to the established in this Law Decree, which begins to rule after its publication in the Official Gazette of the Republic will be derogated.
GIVEN, in the Palace of the Revolution, in Havana City, in December the 10th of 1979.

REGULATIONS
ABOUT THE LAW CONCERNING THE SYSTEM OF AWARDS AND HONORIFIC TITLES OF THE REPUBLIC OF CUBA


CHAPTER I

GENERAL DISPOSITIONS


ARTICLE 1. These Regulations establish the complementary rules for the application of Law No. 17, of June 28, 1978.

ARTICLE 2. The Awards, Honorific Titles and Distinctions created or awarded, are ruled by the dispositions of the latter Law and the ones of this Regulation, as well as their own statutes and rules.

ARTICLE 3.
Awards are Orders and Medals.
Orders have one or more grades, and are represented by the shape of plaques or medals made of different metals depending on their grade.
Medals have one or more classes, are represented in a circular shape and are manufactured with different metals or baths, depending on their class.
Awards are created, awarded, or the right to use them is banned by agreement of the State Council.

ARTICLE 4. The Honorific Titles are created, awarded, or the right to use them is banned by agreement of the State Council.

ARTICLE 5. Distinctions are badges created by the State Council and are awarded, or the right to use them is banned by the organisms and organizations authorized to award them.

ARTICLE 6. It cannot be used in the confection of texts nor awarding ceremonies of the other moral titles which do not constitute awards, honorific titles or distinctions, the names of orders, medals, honorific titles or distinctions, neither the content nor part of their awarding criteria.

ARTICLE 7. Even if they do not are established or recognized as awards or distinctions, those awarded according to the established in the Article No. 12 of Law No. 17 shall still be named as medals or plaques.

ARTICLE 8. During wartime, decorations and honorific titles can be awarded by the Commander in Chief or by the Minister of the Revolutionary Armed Forces. In this case, the later ratification from the State Council will be required.

ARTICLE 9. The awards and honorific titles are awarded to Cuban and foreign citizens, to organisms, organizations, institutions, military units, economy units, Cuban and foreign cities and towns, according to the established by Articles 3 and 4 of Law No. 17 and in the corresponding statute or rules. Distinctions are awarded only to Cuban and foreign citizens.

ARTICLE 10. Awards and Honorific Titles can be awarded posthumously according to the established in their own statutes and rules.

CHAPTER II

ABOUT COMMITTEES


ARTICLE 11. According to the established in Article 26, of Law No. 17, in the entities or organizations related to Article 17 of the same Law, temporary committees will be created, composed of Military Directorate, Administration or Command representatives, and by the political, social or mass organizations, depending on the case.

ARTICLE 12. Temporary Committees will be also created in the different instances subordinated to entities or organizations related in Article 17, of the Law No. 17.

ARTICLE 13. The temporary committees will be chaired by the administrative chief or chairman of the organization or entity, or by any other person delegated by him/her.

ARTICLE 14. Temporary committees in political, social and mass organizations will be composed of their representatives, according to their characteristics and needs.

ARTICLE 15. Temporary committees in the People’s Power organs will be created in their diverse instances and will be integrated by administrative directorate offcials according to the case, by representatives of the party units or personnel and those of political, social and mass organizations.

ARTICLE 16. Temporary committees in those organizations, granted by the State Council to award distinctions with the ministers or organisms’ chiefs, will be integrated by representatives of those entities, according to Article 11 of these regulations.

ARTICLE 17. Temporary committees in Revolutionary Armed Forces and Internal Affairs’ Ministries, will be created adjusting themselves to the needs and organitazion situations of these Ministries.

ARTICLE 18. The objective of the temporary committees is to analyze and processing everything related with the proposals of creation, awarding or banning of awards, honorific titles and distinctions.

ARTICLE 19. Temporary committees have also the following duties
:

a) Studying affairs related to awards, honorific titles and distinctions;
b) To analyze and to inform about candidates’ merits;
c) To elaborate, studying, and to do the paperwork of the awarding proposals and to make a registry of these;
d) To correct files which can be the cause of banning or prohibition of the awarding or use of decorations;
e) Pursuing the accomplishing of the registry and control of the awardees in the proper documents established in the situation where they were created, whether is the party units’ organ or personnel or any other one;
f) To execute the Agreements of the State Council about the prohibition of the right of use of awards, honorific titles or distinctions;
g) To elaborate proposals for the creation of new decorations, honorific titles and distinctions in the proper time;
h) To suggest to other organism or organization a candidate’s proposal for the awarding of an award, honorific title or distinction that this organism or organization must propose.
