It is Egyptian, to commemorate the completion of the construction of the Aswan High Dam in 1964. This was, of course, completed with Soviet assistance.

Friendship Medal for the Building of the Aswan Dam
I'm not too sure about the Green and black Ribbon.
This in 1964 instituted Medal awarded to people involved in the construction of the Aswan Dam should have a medium Green ribbon with 2 yellow stripes. Another source describes white stripes. Was there 3 ribbon colours? Eddie.

This is the best image I have. The ribbon for this medal is quite a mystery. As it was probably unofficial, this isn't surprisng.

First time I've ever seen one of these...
Aswan Dam - Wikipedia, the free encyclopedia Medal dated 1964; reverse reads "A Symbol of Arab-Soviet Friendship." Purported to be silver - both patina and heft could support. |
