strange badge

Bought this in Tashkent for 10$, as i have never seen one like it. Seller claims it is a very rare badge worn by rocket forces in the Ural Military region. I forgot the full nomenclature but as it says on the badge URVO (Uralski something Voyanski Okrug)
It is made of a really strange black very smooth material, on a copper base with the metallic name plate attached separately.
On the next scan i have shown the reverse. havent seen it in any books
Anyone knows what it is?

The center looks like any other Rhombus...

It leads me to believe this is "samodel" custom made...
I think they took the center from another rhombus and custom made the rest...
