These belong to the air search and resuce service which dealt with the recovery of cosmonauts, and civilian air disasters etc. The pataches were actually issued in 1990 (13th April the order was approved). Whether they were actually worn I am not too sure of but I would imagine that they were worn in limited numbers.

Sorry!! My head is leaking as usual. You are 100% correct. The badges above are actually draft badges which were designed to replaced the branch of service badges for both Fleet and Armed Forces. None were ever issued however....sorry for the confusion.
