I think that posts 9 & 10 are for the Ukkrainian Komsomol.

How many participants were on such a congress and got a badge?

Be careful, some are official delegate's badges (heavy metal, hotm enamel), others are souvenir badges (light metal, cold enamel). And, no, they do not necessarily have a price on the back :)

I know...but all the pictures I posted are of the heavy badges.

There are some genuine delegates badges with almost clear cold enamel on anosized metal, just to make our lives as collectors harder....at first glance some of the badges look cheap - but they actually the rare type.
