Medals no longer state property

Hi all,

I would like some help here. I know that after the collapse of the Soviet Union,
all or most of the old rules were nixed about the state owning medals which were awarded. For instance, technically, the Hero of the Soviet Union medals still belonged to the state even after the recipient's death and had to be returned, but I believe this was loosely enforced.

Is there a specific Russian law now that says that the medals awarded to the recipient can now be legally kept by the next-of-kin? I did read something about this somewhere, but I can't find the source now.

I think the Soviet law was repealed during Brezhnev's time at the helm.

I'd like to know what the RF and other post-Soviets do for official duplicates now if a veteran is robbed or in a house fire etc. Do they had out a new Red Banner, Red Star or Nevsky?
