Higher School Badge

Anyone have any idea with which school this is associated? It reads "For excellent successes in work" on the back and the front seems to have a science theme.

I've seen something like it before, but I can't remember where exactly. The design reminds me of a similar VLKSM medal/badge.

I would think it is from an academy of applied science rather than a university/research institution. If I find what I'm thinking of, I'll let you know.
